To expand the reach of the program and ensure long-term sustainability, RISE Foundation is offering a Program Development Officer job opportunity that involves supporting the development of high-quality concept notes and proposals. This role aims to bridge youth aspirations with strategic funding opportunities in an integrated, adaptive, and sustainable manner, with the following responsibilities and qualifications details:
Responsibilities
- Support the development and implementation of resource mobilization strategies to secure funding opportunities for youth movement programs.
- Lead the preparation and development of high-quality concept notes, proposals, and other fundraising documents under the guidance of the Program Advisor.
- Coordinate proposal development processes across relevant divisions, including Program, MEL, Finance, and Communications teams, to ensure integrated and high-quality submissions.
- Conduct donor mapping, funding opportunity scanning, and analysis of donor priorities relevant to the organization’s strategic objectives.
- Establish and maintain relationships with potential institutional donors, strategic partners, and relevant stakeholders to support program development and fundraising efforts.
- Facilitate consultations and co-creation processes with youth organizations, communities, and partners to ensure meaningful participation in program design.
- Support the development of program theories of change, logical frameworks, results frameworks, and implementation strategies for new initiatives.
- Collaborate with the Program Advisor and program teams to identify emerging issues, strategic opportunities, and innovative program approaches.
- Ensure all proposals and program development documents comply with donor requirements, organizational standards, and quality assurance processes.
- Maintain and regularly update a funding pipeline, donor database, and proposal tracking system.
- Prepare presentations, organizational profiles, capability statements, and partnership materials for donor engagement and resource mobilization activities.
- Provide regular updates and reports to the Program Advisor regarding fundraising opportunities, proposal development progress, and partnership engagement.
Qualifications
- Bachelor’s degree in International Development, Public Policy, Social Sciences, Public Health, International Relations, Management, or other relevant fields.
- Minimum 1 years of experience in program development, resource mobilization, fundraising, partnership development, or proposal development within NGOs, civil society organizations, or development agencies.
- Knowledge and practical application of Theory of Change (ToC), Logical Framework Analysis (LFA), Results-Based Management (RBM), and donor-compliant budgeting would be an advantage.
- Demonstrated ability to identify funding opportunities, conduct donor mapping, and support strategic partnership development.
- Excellent written and verbal communication skills in English and Bahasa Indonesia, including proposal writing, presentation, and stakeholder engagement.
- Strong coordination, facilitation, and relationship management skills, with the ability to work effectively with internal teams, donors, partners, and youth-led organizations.
- Strong analytical, organizational, and time management skills, with the ability to manage multiple priorities and meet tight deadlines.
- Available to be based in the Yogyakarta office.
