About the Recruitment

RISE Foundation is seeking a qualified and passionate Program Officer to support the implementation of a community-based program in West Manggarai, East Nusa Tenggara. The program seeks to contribute to reducing the vulnerability of adolescent girls to child marriage, gender-based violence (GBV), and sexual exploitation. Through community-based interventions, the program supports adolescent girls’ empowerment, improves access to Sexual and Reproductive Health and Rights (SRHR) information, raises community awareness, and strengthens referral pathways for protection and support. The program works in collaboration with local governments, schools, health facilities, women’s organizations, youth groups, community leaders, and other local stakeholders to help foster safer, more inclusive, and supportive environments for children and adolescents.

The Program Officer will support the day-to-day coordination and implementation of program activities, foster collaboration with local stakeholders and community partners, monitor implementation progress, and contribute to ensuring that activities are delivered effectively, on time, and in compliance with organizational policies and donor requirements. This position is based in West Manggarai, East Nusa Tenggara, with frequent travel to program locations. The Program Officer will report directly to the Program Manager.

Responsibilities

1. Support the coordination and implementation of project activities in line with the approved work plan, budget, timeline, organizational policies, and donor requirements.
2. Assist in developing activity plans and implementation schedules, while monitoring progress and supporting the timely achievement of project objectives.
3. Build and maintain positive working relationships with government stakeholders, schools, health facilities, community organizations, and other relevant partners to support effective project implementation.
4. Facilitate coordination meetings, community awareness activities, trainings, workshops, and dialogue sessions to promote collaboration on GBV prevention, child protection, and related issues.
5. Support the recruitment, capacity building, mentoring, and supervision of peer educators, and assist in facilitating safe spaces and empowerment activities for adolescent girls.
6. Conduct regular field monitoring visits, collect and verify project data, maintain beneficiary records, and document project achievements, lessons learned, and success stories.
7. Prepare and contribute to monthly, quarterly, final, and donor reports, ensuring accurate and timely documentation of project progress.
8. Coordinate closely with the Finance and Administration teams on activity planning, procurement requests, supporting documentation, and budget monitoring.
9. Promote compliance with Child Safeguarding, PSEAH, and organizational policies while supporting gender equality, inclusion, confidentiality, and meaningful participation of project participants.
10. Promptly report safeguarding concerns in accordance with organizational procedures and contribute to maintaining a safe and accountable environment for children, adolescents, and communities.

Qualifications

1. Bachelor’s degree in Social Sciences, Public Health, Development Studies, Education, Psychology, Gender Studies, or other relevant disciplines.
2. At least 2–3 years of experience in project implementation, preferably in child protection, gender-based violence (GBV), safeguarding, adolescent empowerment, or community development programs.
3. Demonstrated experience in coordinating project activities with government institutions, community-based organizations, schools, health facilities, and other local stakeholders.
4. Demonstrated commitment to safeguarding, child protection, PSEAH, diversity, and inclusion.
5. Experience in organizing community outreach activities, trainings, workshops, and stakeholder coordination meetings.
6. Ability to monitor project implementation, collect and manage data, prepare activity documentation, and contribute to narrative and donor reports.
7. Strong interpersonal, communication, facilitation, and relationship-building skills, with the ability to work effectively with diverse stakeholders.
8. Good organizational and time management skills, with the ability to manage multiple tasks and meet deadlines.
9. Strong commitment to safeguarding, ethical conduct, gender equality, inclusion, confidentiality, and respect for the rights of children, adolescents, and vulnerable populations.
10. Willing to be based in West Manggarai, East Nusa Tenggara, and travel regularly to project locations as required.
