RISE Foundation is an organization with extensive experience in creating safe spaces for civil society engagement in evidence-based advocacy through hearing forum strategies. RISE Foundation is dedicated to empowering young people in Indonesia as key actors in the movement for change and sustainable development. The organization also supports and guides youth in gaining recognition of their equal rights and encourages their active participation across various sectors of change. RISE Foundation has a proven track record in implementing social change initiatives  simultaneously in multiple regions, supported by measurable and accountable project management capabilities. To expand the reach of the program and ensure sustainability, RISE Foundation is offering an opportunity to join the team as Program Development Manager, who will be responsible to lead the development of high-quality concept notes and proposals.

Responsibilities

1. Develop strategy for resource mobilization for youth movement program funding opportunities.
2. Lead the development of concept notes and proposals.
3. Ensure the workstream of concept note and proposal development involves all division; program team, MEL team and Finance team.
4. Coordinate regularly with Program team, Finance Project Team for proposal development.
5. Establish contacts with potential institutional donors and key partners for co-creation, establish and maintain relations with potential donor.
6. Coordinate with youth organizations/communities to conduct youth consultation in developing concept notes and proposals.

Qualifications

1. Bachelor’s degree in Psychology, Public health, international relations/development, or relevant fields.
2. At least 2 years’ experience in program/ project development, program development, and similar roles in NGOs.
3. Demonstrated expertise in utilizing Logical Framework Analysis (LFA), Thery of Change (ToC) and Results Based Management (RBM) for proposal preparation and writing, including budgeting principles and comprehensive proposal design.
4. Excellent English oral and written communication skills, with the ability to present information concisely and effectively to potential donors/partners.
5. Strong time management skills, able to lead high level strategic meeting and coordinate between a wide range of actors to meet deadlines.
6. Understanding of donor regulations and the ability to design program strategic and financially that meet donor requirements.
7. Advanced negotiation skills for managing donor relations and securing the collaboration, and funding.
