Schools are vital spaces for adolescents to learn, grow, and build an understanding of their health, well-being, and future. In creating a safe learning environment that supports adolescent development, teachers hold a highly strategic role. Rooted in this conviction, RISE Foundation, through the HER Way (SEKAR) Program, continuously strengthens teachers’ capacities to deliver Reproductive Health Education (PKR) comprehensively, safely, and inclusively.
As part of this effort, RISE Foundation has forged a partnership with the Ministry of Primary and Secondary Education of the Republic of Indonesia through the Directorate General of Teachers and Education Personnel (Ditjen GTK), focusing on three main agendas. First, optimizing the use of the Middle and High School Reproductive Health Education Modules, which were developed based on realities on the ground. Second, driving the utilization of the Ruang GTK Learning Management System (LMS) as a digital learning space for teachers to support continuous competency development. And third, conducting monitoring, evaluation, and reporting on program implementation to ensure the quality and sustainability of the program.
This collaboration was built upon the foundation laid by the HER Way (SEKAR) Program. Before entering the learning phase via the Ruang GTK LMS, RISE Foundation first conducted a needs assessment on the ground alongside local governments, schools, and various stakeholders across four implementation areas: Tangerang City, Bandung Regency, Sidoarjo Regency, and Banyuwangi Regency. The outcomes of this process served as the groundwork for drafting the Middle and High School Reproductive Health Education Modules—designed to be contextual, adaptive, and highly relevant to the needs of both teachers and students.
The next step was strengthening teacher capacity through face-to-face training. A total of 64 middle and high school teachers were prepared as teacher-facilitators who not only grasp the substance of Reproductive Health Education but also possess the skills to facilitate safe, inclusive discussions and seamlessly integrate the material into the learning process. These teacher-facilitators then become the driving force for program implementation in their respective schools, while serving as learning partners for their peers.
Following up on this collaboration, the HER Way (SEKAR) Program has entered the Technical Guidance (Bimtek) phase for utilizing the Ruang GTK LMS. Through this initiative, 800 teachers from the four implementation areas have joined as program participants, comprising 100 middle school teachers and 100 high school teachers from each region—namely Tangerang City, Bandung Regency, Sidoarjo Regency, and Banyuwangi Regency.
The implementation of this Technical Guidance is part of the broader teacher learning journey developed within the HER Way Program. Teachers do not merely engage in self-paced learning through the Ruang GTK LMS; they are given the space to converse through learning forums, attend webinars, engage in mentoring and working sessions, and receive hands-on assistance during implementation in their educational institutions. This approach is intentionally designed so that the learning process doesn’t stop when a module is completed, but carries over into the application of the material in everyday teaching practices.
Through the Ruang GTK LMS, participants explore materials that have been systematically curated—ranging from the basic concepts of adolescent reproductive health and menstrual hygiene management to mental health and student-centered learning strategies. Beyond deepening their grasp of the material, teachers are encouraged to cultivate learning practices that are safe, inclusive, and capable of creating spaces for discussion that genuinely support student development.
The collaboration between RISE Foundation and the Directorate General of Teachers and Education Personnel has also yielded several key milestones. These include the formulation of a learning blueprint, the integration of the Reproductive Health Education Module into the Ruang GTK LMS, preparations for a national webinar, and the strengthening of cross-directorate coordination to support a much wider implementation of the program.
For RISE Foundation, strengthening teacher capacity is a long-term investment in creating learning environments that are healthy, safe, and supportive of adolescent growth. When teachers are equipped with the right knowledge, skills, and adequate learning spaces, they are far better prepared to stand alongside their students—helping them understand reproductive health issues accurately, build healthy relationships, and make responsible decisions.
Through synergy with Project HOPE, Kimberly-Clark Corporation, and the Ministry of Primary and Secondary Education of the Republic of Indonesia, the HER Way (SEKAR) Program is expected to serve as a model for multi-stakeholder collaboration in strengthening teacher capacity while simultaneously expanding access to quality Reproductive Health Education for educational institutions across Indonesia.
